The U.S. Senate last week failed twice to block the implementation of a 1099 filing requirement which will force small businesses to report any transactions with a single vendor totaling more than $600 in a single year. The reporting requirement was enacted as part of the massive health care overhaul and is set to go into effect starting Jan.
