Conservation agency may threaten property rights

The announcement by USDA on Dec. 18 that it intended to establish a new conservation agency, called the Office of Ecosystem Services and Markets (OESM), passed mostly under the radar in many circles, but ag groups digging for answers have determined that the negatives of the new office may outweigh OESMs planned benefits.
