USDA says COOL enforcement will cost $9.6 million

Congress needs to provide USDA more money for enforcement of the Country of Origin Labeling (COOL) program if the job is to be done properly, USDA officials said last week, while advocates of labeling said they will monitor the labeling program and may seek a legislative fix to problems with it.
